Description

The Loading Operations Supervisor is responsible for:

  • all vessel and truck unloading and loading activities (throughput: /- 700.000 ton per year)

  • site security

  • the operation of the fatty acid splitting department

  • the operation of the tank storage facility ( /- 170 tanks) and

  • site services like site cleaning and warehousing

  • at the Global Edible Oils Site in Rotterdam Botlek.

He/she leads and manages all applicable operational activities in order to achieve the location targets. He or she directly or indirectly leads:

  • a team of 13 loading operators, working in shifts for truck loading (4 loading stations - /- 100 trucks per day (25.000 per year)) and unloading (1 unloading station) and the operation of the fatty acid splitting department

  • a day shift operator for site cleaning and warehousing activities and

  • a terminal foreman to supervise/manage all sea vessel, coaster and barge unloading ( /- 700 kton/year) and loading activities at the jetty and the operation of the tank storage facility. The terminal foreman assists the loading supervisor in his/her daily work and works closely together with production and an external loading master to ensure on time in full follow-up of the (un)loading activities and compliance with applicable harbour regulations.

  • the security contractor ( /- 12 fte) to ensure compliance with the internal security standards and security related regulations like ISPS. The loading operations supervisor is the back-up of the ISPS-officer.

  • a contractor ( /- 5 fte) for truck inspections and additive dosing

  • a loading master contractor ( /- 5 fte) to supervise vessel and barge loading and unloading at the (sea)jetty

The Loading operations supervisor

  • oversees and manages all (un)loading, security, fatty acid splitting, tank storage operation and site services related activities

  • ensures:

  • that the working procedures and instructions are kept up to date with respect to the specific tasks, safety, food and feed safety, healh, environment, legal and harbour related regulations,

  • that the direct and indirect reports are properly trained in the applicable procedures and instructions and

  • that the direct reports follow these applicable procedures and instructions

  • provides leadership skills, technical knowledge, operational experience and training

  • ensures that short and long term performance goals are met (like the POF – perfect order fulfilment)

  • fosters an environment for continuous improvement and innovation

  • ensures in cooperation with local and central disciplines like production, master planning, in- and outbound and quality control, that the right products of the right quality are available for loading and loaded at the right time.

25% Accountability Category #1: SAFETY, FOOD & FEED SAFETY AND RISK MANAGEMENT

Ensures:

  • that the working procedures and instructions are kept up to date with respect to the specific tasks, safety, food and feed safety, healh, environment, legal and harbour related regulations and

  • that the direct reports follow these applicable procedures

  • Partners with the EHS (environment, health and safety) and the FSQR (food safety, quality and regulatory affairs) experts for the implementation and monitoring of EHS and FSQR related policies and procedures

  • Trains his direct reports in applicable policies, regulations and procedures to ensure compliance with safety, food and feed safety, healh, environment, legal and harbour related regulations

  • Consolidates and monitors EHS/Food Safety incident data to identify risks and recommends mitigation actions (i.e. safety index,RIFR, food safety index, CFSRA and FDA audits).

  • Monitors the operational performance and performs (root) cause analyses in case of deviations and incidents with respect to legal regulations, EHS, FSQR and operational procedures and goals, in order to prevent reoccurance and to control and solve the deviation or incident.

  • Establishes and maintains good relationships with internal departments and external stakeholders, contacts and authorities (like the harbor authorities, Rijkswaterstaat and DCMR).

25% Accountability Category #2: CUSTOMER FOCUS, PRODUCT INNOVATION AND QUALITY MANAGEMENT

  • Oversees and manages all (un)loading, security, fatty acid splitting, tank storage operation and site services related activities

  • Ensures in cooperation with production supervision, master planning, quality control (FSQR) and in- and outbound that:

  • Crude and refined oil deliveries are unloaded on time in full

  • Final products are produced timely and stored in the right finished product tanks, meeting the applicable specifications and quantities

  • Final products, meeting the required product specifications, are loaded on time in full according the customer expectations.

  • Partners with production supervision, in- and outbound, master planning, quality control (FSQR) and plant management to continuously improve the working processes related to production planning and scheduling, on time in full production according the applicable specifications including quality control, optimal storage of products and on time in full loading to meet the expectations of our customers.

  • Monitors on daily basis if the right products of the right quality and the right quantities are available for loading and contacts the applicable disciplines in case of deviations, to come to mitigating action plans.

  • Reviews and reports the operational performance of the loading department on at least a montly basis including the status of defined improvement plans (important indicator is for example the Perfect Order Fulfilment (POF)).

  • Establishes and maintains good relationships with in- and external customers by understanding how the operational performance influences these customers and by meeting businesses objectives

10% Accountability Category #3: BUDGET CONTROL AND CAPEX MANAGEMENT

  • Prepares, requests and controls the fixed and variable budgets for all loading department related costs.

  • Initiates, leads and/or supports capital investments projects related to loading department.

  • Works with and supports applicable disciplines like engineering, plant management, COE’s (Centers of expertise) to develop strategic investment plans related to the loading department activities.

  • Ensures availability of consumables and goods necessary for the operation of the loading department by timely ordering and stock control.

20% Accountability Category #4: OPERATIONAL & RELIABILITY EXCELLENCE AND CONTINUOUS IMPROVEMENT

  • Develops and executes three year operational plans for all loading department related activities ((un)loading, security, fatty acid splitting, tank storage operation and site services related activities) based upon location and business unit goals.

  • Leads multidisciplinary improvement teams consisting of:

  • local disciplines like production, engineering, EHS, FSQR and maintenance and reliability and

  • central disciplines like master planning, in- & outbound, product line management and centers of expertise

  • to ensure that improvement targets are met.

  • Directly or indirectly leads and controls the day-to-day operation of all loading department related activities ((un)loading, security, fatty acid splitting, tank storage operation and site services related activities).

  • Ensures in cooperation with other disciplines like production, master planning, in- and outbound and quality control, that the right products of the right quality are available for loading and loaded at the right time, meeting the expectations of our customers.

  • Champions a culture that promotes operational excellence. Recommends and implements process improvements and develops business cases for new investments or innovations.

20% Accountability Category #5: PEOPLE MANAGEMENT

  • Implements/supervises and provides coaching to (senior) load-out operator and Jetty operators including coaching Cargill’s core values and guiding principles.

  • Develops planning for future production workforce needs and participates in selection of employees. Responsible for developing strong leaders and a more diverse workforce by seeking multiple approaches to source/attract diverse talent.

  • Implements Plant/BU operational/reliability/safety training programs and controls/monitors employee performance records on a daily, weekly and monthly basis.

  • Accountable for production talent development and responsible for successful training and on boarding of new/transferred employees. as well as workforce engagement, recognition, development and coaching.

  • Implements systems and processes to maintain a highly engaged workforce. Holds direct reports accountable for actively addressing

  • engagement issues and for identifying/leveraging best practices in engagement.

  • Applies disciplinary actions when needed

Qualifications

Minimum Required Qualifications

  • Bachelor degree (HBO) mechanical or (bio)chemical engineering, business administration (with technical affinity) or similar.

  • 5 to 10 years experience in operational logistics (e.g. tank terminal environment) and/or operations

  • Good knowledge of applicable country and local regulations

  • Good knowledge of ISO 22000, HACCP and GMP

  • Fluent in Dutch and English, both written and verbal

Preferred Qualifications

  • A holistic understanding of supply chain management and production management
